The Pan-African Programme for the Control of Epizootics (PACE) is a regional programme funded by the European Union through the European Development Fund and coordinated by the African Union Inter-African Bureau of Animal Resources (AU-IBAR). Tanzania is one of the beneficiaries amongst 32African countries in East, Central and West Africa.
The programme is a successor to the Pan African Rinderpest Control Programme (PARC) that arrested Rinderpest in Africa and it centres on the final eradication of the disease in line with the Food and Agriculture Organization (FAO) Global Plan for the Eradication of Rinderpest (GREP).
Tanzania with development partner’s support has been actively involved in the control and eradication of Rinderpest since the 1980’s and is currently pursuing the OIE pathway for eradication.
Objectives of PACE Programme
Overall Objectives
To contribute towards combating poverty amongst those involved in livestock farming through increasing livestock productivity by implementing disease control programmes.
Specific Objectives - To improve the capacity of national animal health services to plan, implement, monitor and evaluate the strategic control of epizootic diseases,
- To achieve Rinderpest Disease Freedom recognition by the Office Internationale des Epizooties (OIE), and
- To promote the growth and deployment of private animal health service providers.
Short Term Plans - To carry out Rinderpest surveillance in domestic animals and wildlife in line with the fulfilment of the OIE Pathway
- To formulate disease control Policies, Strategies and Emergency Preparedness Plans for major epizootics (Rinderpest and others),
- To execute human resource capacity building in laboratory diagnostics and surveillance in both domestic and wildlife,
- To promote the use of quality assured veterinary drugs and biologicals though supporting inspection activities of TVB,
- To liaison with veterinary services of neighbouring countries on disease control,
- To strengthen ongoing surveillance of CBPP,
- To provide regular monthly animal disease information to the OIE, FAO, AU-IBAR, SADC and the EAC, and
- To provide working tools to the Epidemio-Surveillance and communication systems.
Long Term Plans
To strengthen capacity in epidemio-surveillance, veterinary laboratory diagnostics, socio-economics, and communications networks,
- To improve the delivery of animal health services through promoting the growth of the private sector participation and deployment in the rural areas,
- To develop and implement epidemio-surveillance operations for priority Transboundary Animal Diseases (TADs) and emerging diseases,
- To develop capacity and implement wildlife disease surveillance, and
- To establish and implement PACE communication and information management system including reporting system and launching of the Animal Health Newsletter.
Implementation Status
PACE Tanzania is a five year programme that has now run for five years from 2001/2002 to 2006/2007 (Effective Closing Date February2007).
Implementation Arrangement
PACE is a Regional Indicative Programme (RIP) thus is being implemented through a Memorandum of Understanding (MOU) between the Regional Authorizing Officer (Director AU-IBAR) and the National Authorizing Officer of the participating countries. Each participating country has been allocated an Indicative budget out of the 72 million Euros. The programme is being implemented by the Directorates of Veterinary Services in the ministries responsible for livestock development of the participating countries.
Tanzania was allocated 3,323,285 Euro that was being accessed through approved and endorsed Annual Work Plans and Cost Estimates now called Programme Estimates.
Programme Cost and Financier
PACE Tanzania is being funded by both the European Union as the main Financing Agency and the Government of Tanzania (GOT) as the counterpart funding agency and sustainability building mechanism.
The programme has received and spent through direct labour component Euro 1,812,752 and specific commitment Euro 1,019,729 bringing to a total Euro 2,883,679 (86.8 %) out of Euro 3,323,285 from the European Union
While through government contribution the programme has spent TSh.30,293,281,000 on PACE related activities from 2000/2001 to 2005/2006 channelled through (i)Direct Disbursement to the project TSh 375,500,000 (ii) CBPP Control-TSh.2,569,000,000 (iii) Recurrent Costs TSh.3,533,811,000 and (iv) Staff Salaries TSh 23,814,970,000.
For 2005/2006 GOT allocated TSh 91 million as Direct Contribution to the project and by March 2006 has no disbursement was made. EU allocation for 2005/2006 stands at TSh 1,701,079,531 (Euro 1,229,308) and has by March 2006 released TSh. 441 million
